Homes Energy Efficiency Database (HEED)

What is HEED?

The Homes Energy Efficiency Database (HEED) is designed to help monitor and target carbon reduction and fuel poverty work. HEED is a national database which tracks house-by-house the sustainable energy characteristics of the UK's housing stock. It collects datasets on energy efficiency and microgeneration installations such as cavity wall insulation and solar hot water, along with property survey information. Now with date-stamped information covering approximately 50% of the UK's homes, HEED represents a powerful resource for the UK's sustainable energy network. Once registered, users can produce reports about their area of interest via the HEED Online 2 web portal.

HEED currently contains information on over 13 million homes, which is around 50% of the UK housing stock.
The database is designed to assist in three main ways:

  • Help assess installations of energy efficiency measures and microgeneration in the UK's homes, across different locations and over time.
  • Help assess the future potential for sustainable energy measures across the UK's homes, allowing improved targeting of programmes.
  • Provide a key source of information to assist local and central government in monitoring and reporting against their sustainable energy and housing duties.

HEED Online 2

HEED Online 2 has replaced the original HEED Online tool as the primary means of accessing the data contained in HEED. This new reporting portal offers significantly more flexibility and functionality than the previous HEED Online tool. The original reports have been migrated to the new system and new reports (including maps and graphs) are being developed on an ongoing basis.

Gaining access to HEED Online 2

HEED is primarily intended to be a key source of information for people whose responsibilities include the monitoring, reporting or targeting of energy efficiency in the UK's homes. Access to HEED is governed by various agreements with data providers, as well as the Data Protection Act. The primary user group of HEED is Central and Local Government organizations or organizations working on their behalf. Restricted access may be possible for the purposes of academic research. Generally, commercial organizations will not be granted access to HEED.

In all cases the applicant will be required to provide evidence that they should be granted access to HEED and will be required to sign an Access Agreement prior to their account being activated. As EST have limited resources to process access requests, the quickest route for a non-government organization to get access is to provide a statement of support from a government organization clearly articulating why the organization should be granted access.

CERT Reports

From September 2010, the Energy Saving Trust will publish a series of reports from HEED relating to the Carbon Emissions Reduction Target (CERT).

The Quarter 12 reports (containing data up to 31/03/2011) are due to be published on 4th August 2011.
